command.json.backup error on windows agent install

I am trying to install the triggercmd agent for the first time on a windows 64 bit os. when I run the agent installer and enter the token it gives a lengthy error to the effect that the commands.json.backup file does not exist.
I have tried uninstalling the triggercmd agent and deleting the triggercmd folder from the C:\users folder and then reinstalling... same outcome.
any suggestions? I really want to get this working but I am stumped.

@karl-g, please uninstall and download again. I removed version 1.0.20 and put 1.0.19 back until I can figure out why people are getting that error.
